SIF sent an assessment team in Bangladesh October 2017, with the intention to provide humanitarian response to the large influx of Rohingyas population coming from Myanmar. Operations started beginning of November, with a distribution of food parcels to the newly arrived Rohingyas, followed by a WASH project starting mid-November, a Health project starting end of November and a Child Protection project starting in December. In addition, a livelihood project is planned for December, in the North of Bangladesh (in flooded affected area not related to the Rohingyas crisis).

All projects are implemented in partnership with a well established and reputable Bangladeshi NGO, to enable a better understanding of the context, more sustainability and a better access to the areas in need.

SIF team in Bangladesh is made of two expatriate and will extend proportionally to the development of the mission.

SECOURS ISLAMIQUE FRANCE is recruiting a Program & MEAL Coordinator M/F based in Dhaka. Under the responsibility of the Head of Mission, the activities of the Program & MEAL Coordinator M/ will be:

Mission/ Role:

  • To contribute to the elaboration of the mission’s operational strategy
  • To monitor the humanitarian situation of the Rohingyas refugee population in Cox’s Bazar and advise the HoM on the appropriate course of action.
  • To participate in the decision-making, propose solutions and alert timely on potential problems
  • To indentify new potential areas of intervention
  • To define partnership modalities with the operational partners
  • To monitor the quality of the projects and current partners’ outputs and outcomes
  • To assure partners’ respect of procedures and attention to details
  • To ensure good communication, collaboration, and team spirit between SIF and the Partner organization(s)
  • To develop new partnerships
  • To provide technical support to SIF local NGO partner(s) and build their capacity in humanitarian action and technical skills, including monitoring, evaluation and accountability
  • To visit field sites regularly and follow-up the project implementation progress, the respect of the project documentation (Logfram, Timeframe, and budget) as well as the overalls SIF strategy
  • To represent SIF, coordinate and advocate on key issues with different stakeholders

 Profile:

  • Minimum 3 years of previous experience in humanitarian work, including previous experiences as Field-Coordinator, Program Manager, or Technical Manager (WASH, Child Protection)
  • Experience with working in partnership with local NGOs, and their capacity building
  • Successful experience in managing multi-sector programs especially WASH and Child Protection
  • Ability to understand the cultural and political environment and to work well with partners including local authorities.
  • Excellent diplomatic and interpersonal communication skills. Capacity in managing a multi-technical and multi-ethnic team.
  • Capacity to act with diplomacy & proven liaison and negotiation skills
  • Extensive knowledge and experience with project cycle management (including reporting and proposal writing)
  • Knowledge and understanding of project management tools (Logical framework analysis, project cycle management, objectives and indicators…)
  • Excellent written and spoken English
  • An understanding of commitment to SIF mission and values.
