SIF sent an assessment team in Bangladesh October 2017, with the intention to provide humanitarian response to the large influx of Rohingyas population coming from Myanmar. Operations started beginning of November, with a distribution of food parcels to the newly arrived Rohingyas,  followed by a WASH project starting mid-November, a Health project starting end of November and a Child Protection project starting in December. In addition, a livelihood project is planned for December, in the North of Bangladesh (in flooded affected area not related to the Rohingyas crisis).

All projects are implemented in partnership with a well established and reputable Bangladeshi NGO, to enable a better understanding of the context, more sustainability and a better access to the areas in need.

SECOURS ISLAMIQUE FRANCE is recruiting a Head of Mission based in Bangladesh.

Mission/ Role:

Based in Dakha, the Head of Mission provides the overall leadership and strategic direction of SIF operations in Bangladesh.

He/She is responsible for:

  • The overall program development and program implementation,
  • The smooth management of the partnership with Friendship, SIF implementing partner in Bangladesh,
  • The staff management,
  • Guaranteeing the respect of all SIF procedures, policies and best practices (including those related to Finance, HR, Logs and Security),
  • Representing SIF toward local authorities and the different stakeholders (donors, local NGOs…),
  • Identifying and securing institutional donors’ funding.

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization.Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

The employee may be requested to perform other tasks in accordance with it job category, in case of need related to the functioning of the Association or to changes in its policy and it organization, and respecting the pattern of fixed-term contract.

Profil requis

  • Minimum 5 years of previous experience in humanitarian work, including previous experiences as Country Director, Deputy Country Director or Chief of Party with INGOS in similar context
  • Substantial experience of strategic thinking, including identifying, analyzing, problem solving, and responding to opportunities and challenges and the ability to translate these into practical action plans
  • Experience in partnership with local NGOs, and capacity building
  • Extensive experience of securing substantial external funding. Evidence of understanding the challenge of donor and contract management and the implication for program management,
  • Successful experience in managing multi-sector programs especially WASH, FSL, NFI, Protection and cash-based interventions
  • Extensive knowledge and experience of project planning and budget holding; proposal and report writing
  • Strong leadership skill, with excellent written and spoken English
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management
  • Capacity to act with diplomacy & proven liaison and negotiation skills
  • Good knowledge of the Humanitarian principles
  • An understanding of commitment to SIF mission and values.

Working conditions:

  • Starting date : June 2018
  • French fixed term contract “CDD d’usage”
  • Remuneration according to profile
  • Monthly Per diem
  • Housing 100% covered by SIF
  • Medical cover (60% cover by SIF and 40% covered by the expatriate)
  • R&R every at 3 and 9 month
